Project name: Western Sydney Community and Sports Centre – State Significant Development Applications and Masterplan

Brief: MacroPlan was commissioned by the Panthers Group to provide economic and planning advice and assist in the preparation of a state significant development (SSD) application pertaining to the Western Sydney Community and Sports Centre (WSCSC) at the Penrith Panthers site.
The proposed WSCSC project entails a range of community and sporting uses over a total area of almost 15,000m2. The development is to be located on the Panthers Penrith site adjacent to the recently approved NRL Academy. Our work required a submission of a State Significant Development Application; classified as ‘state significant development’ category 13. Cultural, recreation and tourist facilities with a CIV over $30m. In this regard our planning application required a request for Director General Requirements to inform the preparation of a certified Environmental Impact Statement (EIS) and was determined by the Planning Assessment Commission (PAC).
Specifically, the work we undertook consisted of four key stages:
Stage 1 – A request for Director General Requirements (DGR’s)
Stage 2 – The preparation of SSD and EIS including review of other consultant’s reports
Stage 3 – Liaison with Government, Industry and various Agencies
Stage 4 – Strategic Planning and Economic Advice- Masterplan
